CESR is delighted to welcome three renowned figures from the international human rights movement to our Board of Directors. Manuel ‘Butch’ Montes of the Society for International Development, Camilla Croso of the Coalition for Academic Freedom in the Americas, and Zaira Drammis of Amnesty International. They bring a wealth of expertise and a shared commitment to advancing human rights and social justice globally.

• Zaira Drammis is Global Strategy and Governance Director at Amnesty International’s International Secretariat, where she leads performance, learning and accountability frameworks, supports governance oversight and assurance, and oversees corporate reporting to the International Board and committees. She also oversees governance for Amnesty’s Global Assembly, the organisation’s highest decision-making body. From 2022 to 2025, she served as Head of the Office of the Secretary General and Chief of Staff, managing the Secretary General’s office, leading governance engagements and the interface with the International Board, and advising on strategic leadership priorities and high-stakes communications. Zaira has more than 20 years of experience in human rights, international development, strategy, monitoring, evaluation and organisational learning, and has previously held senior roles at Amnesty International and ActionAid International. She specialises in organisational change, participatory evaluation and learning, governance and accountability, and bringing evidence and reflection into strategy and decision-making.
• Manuel “Butch” Montes is Senior Advisor at the Society for International Development (SID), and an economist and development policy expert with extensive experience working on international economic governance, financing for development and global inequality. He was previously Chief of Development Strategies at the United Nations Department of Economic and Social Affairs (UN DESA), where he led the team responsible for the World Economic and Social Survey, and Chief of Policy Analysis and Development in the UN Financing for Development Office. He has also served as Senior Advisor on Finance and Development at the South Centre and as a Programme Officer for International Economic Policy at the Ford Foundation. His research and policy work has focused on macroeconomic policy, development finance, inequality, climate finance, industrial policy and international tax cooperation. Butch holds a PhD in Economics from Stanford University.
• Camilla Croso is a Brazilian human rights and education advocate and researcher with more than 25 years of experience advancing the right to education, academic freedom and democratic governance in Latin America and globally. She is Executive Director of the Coalition for Academic Freedom in the Americas and previously served as Director of the Education Program at the Open Society Foundations, General Coordinator of the Latin American Campaign for the Right to Education and President of the Global Campaign for Education. She has served on the Board of the Global Partnership for Education and on regional and global Education 2030 and SDG 4 steering committees, and was closely involved in the development and adoption of the Sustainable Development Goals. Her research and advocacy have focused on education financing, non-discrimination, public education systems, social participation and democratic governance. She holds an MSc in Social Policy and Planning from the London School of Economics and a PhD in Education from the University of Campinas (UNICAMP), Brazil.
